Ask three Pakistani agencies what SEO costs and you will be told PKR 15,000, PKR 60,000 and PKR 200,000 a month for what sounds like the same thing. All three can be quoting honestly. The phrase “SEO services” covers a monthly report with a few title tags rewritten, and it covers a team producing fifteen articles a month against a national competitor, and the market uses one name for both.

Every figure below was published by the named company on its own website and read in September 2026. Nothing is averaged, estimated or rounded into a tidy number, and where the sources contradict each other we have left the contradiction in place, because that gap is the most useful thing on this page.

What SEO Costs Per Month in Pakistan

These are monthly retainers as published, in the ranges the companies themselves write. Most Pakistani businesses will be quoted somewhere between PKR 30,000 and PKR 90,000, and that is the band where this market actually clears.

Two of the fifteen companies read for this page publish no number at all. Zera Creative shows four named tiers and a twenty-five percent discount banner without ever printing the price the discount comes off. SEOExpertspk titles its page around monthly rates and then puts the rate behind a consultation booking. Both surface for price searches without answering one.

What Each Price Band Actually Buys

Almost every Pakistani package is priced by keyword count, so the honest way to compare two quotes is to put the keyword count and the monthly content volume side by side and ignore the tier names.

Read that table twice and the pattern shows itself. At the bottom you are buying on-page edits to pages you already own. In the middle you are buying a few articles a month. At the top you are buying a content operation. Nobody is buying a ranking, whatever the tier is called.

The Prices That Are Quoted in Dollars

Three of the fifteen companies price only in US dollars, with no PKR figure anywhere on the page, even where the domain and the phone number are Pakistani. Sign one of these and your monthly cost moves with the exchange rate, and you carry that risk, not the agency.

One page in the set manages to be confused about its own currency. Digital Sohail’s FAQ prints a figure as “$400 to $1200 PKR per month”, a dollar sign and PKR attached to the same number. iCreativez lists both its setup fee and its per-keyword charge as “TBA”. These are not small details when you are holding two quotes and trying to compare them.

What It Costs in Your City

One company, NexPrime Agency, publishes what nobody else does: a city-by-city band. Whether you agree with the numbers or not, it is the only published statement in this market that where you buy changes what you pay.

The in-house row is the one worth sitting with. A salary of roughly PKR 500,000 a year is about PKR 42,000 a month before tools, and it buys one person’s full attention rather than a slice of a team’s. For a company with steady content needs that is a genuinely reasonable option, and no agency page will tell you so.

The Sales Tax Nobody Quotes

Here is the finding that surprised us most. Across fifteen published Pakistani SEO price pages, the number that state whether the price includes sales tax is zero.

Services are taxed at provincial level in Pakistan, so which authority applies depends on where the agency is registered rather than where you sit. The rates are published and easy to check.

Rates read directly from the Punjab Sales Tax on Services Act Second Schedule published by the Punjab Revenue Authority, and from the Sindh Sales Tax on Services Act published by the Sindh Revenue Board, in September 2026. Watch the reduced rate closely: an agency in Lahore that bills you as a web development service and one that bills you as marketing are quoting different tax on the same work.

On a PKR 60,000 monthly retainer, sixteen percent is PKR 9,600 a month and PKR 115,200 a year. That is the difference between two quotes that look identical on a WhatsApp message.

The fix takes one sentence in an email: ask for the quote to be written as inclusive or exclusive of sales tax, and ask which provincial authority the agency is registered with. An agency that cannot answer that quickly is telling you something about its bookkeeping.

The Guarantee You Should Refuse

Of the fifteen pages, one publishes an unqualified success claim of seventy to ninety percent. One, Digital Sohail, states plainly that it does not promise specific rankings. The other thirteen say nothing at all, which in a sales conversation usually becomes whatever the buyer wants to hear.

The company whose opinion settles this is Google, and it has published one. In its own documentation on hiring an SEO, under the heading “Things to consider when hiring an SEO”, Google writes: “No one can guarantee a #1 ranking on Google.” That page was last updated on 5 June 2026. It is free to read and it takes a minute, and it is the single most useful thing you can do before signing anything.

Rankings are decided by a system that neither you nor your agency controls, and the honest version of the promise is about work delivered and leading indicators moved, not positions bought. A contract that says first page in three months or your money back is either going to be quietly renegotiated later or has been priced with the refund already built into it.

What you can reasonably hold an agency to: the number of pages optimised, the articles published, the technical faults closed, and a monthly movement report on non-branded impressions and average position taken from your own Search Console rather than from the agency’s dashboard.

Is It Worth It at These Prices

This is the question the price pages avoid, so here is the arithmetic without a sales pitch attached to it.

Take the middle of the market, PKR 50,000 a month. Two of the companies above require a six month commitment and one requires twelve for a new site, which puts the honest first cheque somewhere between PKR 300,000 and PKR 600,000 before anyone can fairly be judged on the result. SEO is worth that if a single new customer is worth a meaningful fraction of it. It is not worth it if your average sale is PKR 3,000 and you need enquiries this week.

Two rules follow from that, and they are the ones we actually apply. If you need enquiries this month, the money belongs in ads first, which is why we write about what Meta ads really cost in Pakistan in the same plain way. And if your business is worth building an audience for over a year, search work compounds in a way paid traffic never does, because the page you publish in September is still earning in March.

The middle path is the one most Pakistani businesses should take: run ads for the cash flow, and put a smaller, steady budget behind the two or three pages that would genuinely sell for you. How we judge whether a channel is earning its place is set out in our case studies.

Why There Is No Price List on This Page

You will have noticed we have quoted everyone else’s rates and not our own. That is deliberate, and it is fairer to explain it than to let you wonder.

A published SEO package forces every client into the same shape of work. A clinic that needs to be found in one neighbourhood and a distributor competing nationally across two hundred product pages do not need the same thing, and pricing them identically means one of them is paying for the other. So we scope first and quote after, and we say so plainly when the honest answer is that you do not need SEO yet.

What is a realistic monthly SEO budget for a small business in Pakistan? +
On the published numbers, PKR 30,000 to PKR 60,000 a month is the band where a real scope of work starts. Below PKR 20,000 a month you are usually buying a few hours of on-page edits and a monthly report, which is not enough to move a competitive term. AbTechX puts intermediate work at PKR 30,000 to 60,000, Blue Digital Pixel puts basic small-business SEO at around PKR 35,000, and WeProms states a PKR 40,000 monthly minimum before it will take the work on.
Does the SEO price include sales tax in Pakistan? +
Not one of the fifteen published Pakistani SEO price pages read for this article says whether its figures include or exclude sales tax. Services are taxed provincially. The Punjab Revenue Authority charges 16 percent on marketing and sales services and on advertising agents, and its reduced 5 percent rate covers IT-enabled services such as web development rather than marketing. The Sindh Revenue Board charges 15 percent on advertisement, advertising agents and market research, with no reduced rate. On a PKR 60,000 monthly retainer, 16 percent is PKR 9,600 a month, so ask for every quote to be written as inclusive or exclusive of sales tax before you sign.
Can an SEO agency guarantee first page rankings? +
No. Google states it plainly in its own documentation on hiring an SEO: no one can guarantee a number one ranking on Google. Of the fifteen Pakistani pages read for this article, one publishes an unqualified success claim of 70 to 90 percent, one states plainly that it does not promise specific rankings, and the other thirteen say nothing either way. Hold an agency to work delivered and to movement in your own Search Console instead: pages optimised, articles published, technical faults closed, and non-branded impressions and average position over time.
How much do SEO freelancers charge in Pakistan compared to agencies? +
Marketers.pk publishes a freelancer band of PKR 10,000 to 30,000 a month. Afshan SEO Expert and NexPrime Agency both publish PKR 20,000 to 50,000 for freelancers against PKR 50,000 to 200,000 for agencies. Afshan SEO Expert also publishes hourly consulting at PKR 5,000 to 10,000 an hour. The honest difference is not skill, it is capacity and cover: a freelancer is one person with other clients, and the work stops when that person is unavailable.
Why is SEO priced in dollars by some Pakistani companies? +
Because they sell mostly to overseas clients. ZNWebPro publishes 350, 699 and 1,199 US dollars a month. SEO Boost, on a .pk domain with Pakistani contact details, publishes 199, 349 and 599 US dollars a month. iCreativez publishes 1,500, 1,900 and 3,500 US dollars a month. None of the three shows a PKR figure anywhere on the page, so a local buyer is quoted at whatever the dollar rate is on the day the invoice is raised.
How long does SEO take to work in Pakistan? +
Longer than any price page implies. Contracts themselves tell you what the sellers expect: Digital Sohail requires a twelve month commitment for a new site and six months for an existing one, and ZNWebPro sets a six month minimum. Treat anything under six months as a test rather than a campaign, and judge it on whether non-branded impressions and rankings are moving, not on sales in month two.
What is usually not included in an SEO package? +
Content beyond the stated article count, backlinks beyond the stated number, paid tools, landing page design and ad spend are normally billed separately. SEO Pakistan is the only page in the set that publishes a per-backlink cost, at PKR 100 to 10,000 per link. Thirteen of the fifteen pages tier their packages by keyword count, from ten keywords up to a hundred, but not one publishes what an extra keyword costs once you pass the tier you bought.

Each number is named next to its source so you can search it and check it yourself. Eight further pages were attempted and could not be read safely or at all, and no figures have been attributed to them.

Three caveats worth carrying with you. Nine of the fifteen pages carry no date, and an undated “starting from” figure is an opening anchor rather than a quote. The one page in the set with a clear stamp on its pricing, SEO Pakistan, says it was last updated in February 2024. And prices move, so treat this as a map of the market in September 2026 rather than as a price list.
